The specific reference is included in the Joint Declaration of the European Union - Latin America and the Caribbean Summit and concerns the attacks carried out by the United States, against ships in the Caribbean and the Pacific.
The text of the Joint Declaration was signed by 58 of the 60 countries present at the Summit, after Venezuela and Nicaragua abstained.
The text refers to the importance of maritime security and regional stability in the Caribbean, however it avoids explicit reference to the American bombings, against ships that Washington considers to be carrying drugs.
