Moscow: The Kremlin analyzes the revised plan for Ukraine - The 20 points of the new proposal in detail

Vladimir Putin wished his US counterpart Donald Trump a "Merry Christmas," Kremlin spokesman Dmitry Peskov said.

The Russian president is not expected to speak with Trump today, no such call has been scheduled, the spokesman added.

Peskov also said that the Kremlin is analyzing the documents of the revised proposal to end the war.

The spokeswoman of the Russian Foreign Ministry, commenting on the new plan, said that Russia sees slow but steady progress in peace talks with the United States on Ukraine. Maria Zakharova accused Western European powers of trying to derail the process and urged the United States to oppose the moves.

The 20 points of the revised plan

The signatories confirm that Ukraine is a sovereign state.

2. The document constitutes a complete and indisputable non-aggression agreement between Russia and Ukraine. A monitoring mechanism will be established to monitor the contact line using satellite unmanned surveillance, ensuring early detection of violations.

3. Ukraine will receive security guarantees.

4. The number of the Armed Forces of Ukraine will remain at 800,000 in peacetime.

5. The US, NATO and European states that have signed the agreement will provide Ukraine with "Article 5-style" guarantees. The following points apply:

A) If Russia invades Ukraine, a coordinated military response will be launched and all international sanctions against Russia will be reinstated.

B) If Ukraine invades Russia or launches an attack against Russian territory without provocation, the security guarantees will be considered null and void. If Russia launches an attack against Ukraine, the security guarantees will go into effect.

C) Bilateral security agreements signed in the past between Ukraine and about 30 countries will remain in force.

6. Russia will formally enshrine the non-aggression stance towards Europe and Ukraine by enshrining it in law, which is ratified by the Russian State Duma.

7. Ukraine will become a member of the EU on a specified date and will receive short-term preferential access to the European market.

8. Ukraine will receive an international development package, which is detailed in a separate agreement and covers several economic sectors:

A) A growth fund will be created to invest in fast-growing industries such as technology, data centers and artificial intelligence.

B) The US and US companies will work with Ukraine to jointly invest in the rehabilitation, modernization and operation of Ukraine's natural gas infrastructure, including pipelines and storage facilities.

C) Joint efforts will be made to rebuild war-torn areas, with an emphasis on the rehabilitation and modernization of cities and populated areas.

D) Priority will be given to infrastructure development.

E) Mining of minerals and natural resources will expand.

F) The World Bank will offer a special financing package to support the acceleration of these efforts.

G) A high-level task force will be established, with a leading international financial expert appointed as administrator, to oversee the implementation of the strategic recovery plan and future prosperity.

9. Various funds will be created for the restoration of the Ukrainian economy, the reconstruction of the damaged areas and regions, as well as for dealing with humanitarian issues. The goal is to raise $800 billion, which is the estimated cost of Russia's war damages.

10. Ukraine will accelerate the negotiation process of the free trade agreement with the USA.

11. Ukraine reaffirms its commitment to remain a non-nuclear state, in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.

12. Inspection of the Zaporizhia nuclear power plant and restoration of the Kahovka hydroelectric power plant.

13. Ukraine and Russia will introduce school subjects that promote understanding and tolerance of different cultures and that will combat racism and prejudice. Ukraine will adopt EU rules on religious tolerance and protection of minority languages.

14. In the regions of Donetsk, Luhansk, Zaporizhia and Kherson, the line of military positions on the date of signature will be recognized as the de facto front line.

A) The troop movements needed to end the war and create possible "free economic zones" will be determined, with the withdrawal of Russian troops from those areas.

B) Russia must withdraw its troops from the occupied parts of Dnipropetrovsk, Mykolayiv, Sumy and Kharkiv regions for the agreement to enter into force.

C) International forces will be stationed along the front line to monitor the implementation of the peace agreement.

D) The parties agree to observe the rules and obligations imposed by the 1949 Geneva Conventions and their additional protocols, including universal human rights.

15. Russia and Ukraine undertake to refrain from using force to change the territorial status and will resolve any disputes through diplomatic means.

16. Russia will not prevent Ukraine from using the Dnieper River and the Black Sea for commercial purposes. A separate maritime agreement will ensure freedom of navigation and transport, with the demilitarization of the Russian-held Kinburn Peninsula.

17. Establishment of a humanitarian committee that will ensure the following:

A) Prisoner exchange in the "all for all" framework.

B) All civilian detainees, including children and political prisoners, will be released.

C) Measures will be taken to deal with the problems and to relieve the victims of the conflict.

18. Ukraine must hold presidential elections as soon as possible after the signing of the agreement.

19. The agreement will be legally binding. Its implementation will be monitored by the Peace Council, chaired by US President Donald Trump. Ukraine, Europe, NATO, Russia and the US will participate in this process. Violations will result in penalties.

20. The truce will take effect as soon as all parties reach an agreement.
