Kazakhstan, Uzbekistan, Kyrgyzstan and Turkmenistan officially supported the resolutions of the resolution of 541 and 550 UN Security Councils, condemning the Turkish occupation of the northern part of Cyprus, actually recognizing Turkey by the occupying power.
The joint declaration was adopted at the Summit of the European Union and the countries of Central Asia, which took place on April 4 in Samarkand. The country's document confirmed their commitment to UN UN resolutions No. 541 (1983) and No. 550 (1984), which condemn the proclamation of the so -called “Turkish Republic of Northern Cyprus” and urge the international community not to recognize this education.
“The EU and Central Asian countries confirmed their firm commitment to resolutions 541 and 550 and noted that the development of their relations depends on compliance with this principle,” the declaration says in paragraph 4 of the declaration.
This decision was a blow to the policy of Ankara, which in recent years has actively used the organization of the Turkic states (OTG) to lobby for international recognition of the occupied North Cyprus. Contrary to the expectations of Turks-kypriots, instead of visits to the north of Cyprus, the Central Asian countries began the opening of embassies in the Republic of Cyprus and an increase in the level of diplomatic relations with official Nikosia.
Against this background, the Turkish Foreign Ministry remains silent, without commenting on either the Samarkand summit or the opening of embassies. However, according to observers, diplomatic efforts can continue behind closed doors.
It should be noted that the statement coincided with the exacerbation of the diplomatic agenda around Cyprus. UN Secretary General Antoniu Guterrish announced the resumption of negotiations on Cyprus settlement, appointed at the end of July. This will be the first attempt to return to the dialogue after the failure of the Geneva Conference in 2021, where Türkiye and the leader of the Turkish-kypriots Ersin Tatars insisted exclusively on the recognition of the “two states”.
In 2024, the Tatars also participated in the OTG summit in Bishkek as an “honorary guest” and was captured in common photographs with the leaders of the participating countries, which caused criticism from Cyprus and the European Union.
Turkish media, expressed disappointment in connection with a change in the position of the allies. Professor Faik Alibekmerel from the National Academy of Sciences of Azerbaijan said:
“We expected that“ Cyprus ”would join OTG and that fraternal countries would open embassies in the“ Turkish Republic of Northern Cyprus ”. Honestly, at first we could not believe it. ”
It is expected that the Samarkand statement will become an important diplomatic signal not only for Turkey, but also for other countries participating in disputes around the international recognition of unrecognized territories.
