US judge puts brakes on National Guard deployment in Portland.
The development is interpreted as a defeat - at least until further notice - for Donald Trump.
The US president has ordered the army to take action in several cities where the opposition democrats rule, stressing that his aim is to impose order.
In her ruling, federal judge Karin Immergut ruled that there was no insurgency, or threat of insurgency, in Portland that would justify the deployment of the National Guard to replace or support security forces.
The Trump administration, however, has the option of appealing the decision.
